This is happening to Windows 7 professional 64-bit PC but Steam works fine on my non-gaming laptop. If you open your Windows task manager while Steam is running, go to processes and find steam.exe, the description for it is now 'Steam Client Bootstrapper,' with the builtbot, etc stuff in parentheses.
